Pool Fence Requirements in Pennsylvania: What Homeowners Need to Know
Pennsylvania requires pool enclosures for residential in-ground and above-ground pools. Getting this wrong can mean failed inspections, fines, or worse — safety risks for children. Here's what the state and local codes generally require.

Pennsylvania State Pool Fence Requirements
Under Pennsylvania's Uniform Construction Code (UCC), residential pool enclosures must generally meet these standards:
- Minimum height: 48 inches (4 feet) — measured on the outside of the fence
- No opening larger than 4 inches in any direction (prevents children from squeezing through)
- No footholds or handholds on the outside of the fence that would allow climbing
- Bottom of fence no more than 2 inches from the ground
Gate Requirements
Pool gates are just as important as the fence itself:
- All gates must be self-closing and self-latching
- The latch must be on the pool side of the gate (interior), positioned at least 54 inches from the ground OR enclosed so a child cannot reach through
- Gates must open outward away from the pool
- No protrusions that could hold the gate open
Best Fence Types for PA Pool Enclosures
Aluminum fencing is the most common choice for pool enclosures in Lancaster County. It meets code requirements easily, doesn't rust, and looks great. We install pool-code compliant aluminum in flat top and spear top styles.
Vinyl fencing (yard and picket styles) can also meet pool code requirements depending on the style and picket spacing. Solid privacy panels do not meet the 4-inch opening requirement unless gates are configured correctly.
Above-Ground Pool Requirements
Above-ground pools present an interesting challenge. If the pool wall is 48 inches or higher, the pool wall itself may count as part of the barrier — but the ladder or steps must have a removable or lockable access point. A permit is still typically required.
